The likely and most inclusive tool for setting up your DoL/DoH is Teamcraft. 
If you opted to use plugins, then setup a plugin called “Simple Tweaks”. Look under Tooltip Tweaks and configure some quick shortcut for pulling up Teamcraft. Using that command while hovering on some item you can call that item in Teamcraft and decide to make a list from there or research a rotation.
